The Antarctic krill fishery has reached its 620,000-tonne catch limit and closed early for a second consecutive year, intensifying scrutiny of how the Southern Ocean’s strategically important marine resources are managed. The closure on August 12, 2026, follows vessels reaching the precautionary trigger level in CCAMLR statistical subareas 48.1 to 48.4, the main commercial krill fishing grounds around the Antarctic Peninsula and Scotia Sea. This marks a shift from addressing overall krill population size to managing fishing activity’s spatial overlap with predator habitats, which are critical for krill-dependent species like penguins, seals, and whales. The Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) maintains a 620,000-tonne trigger level for subareas 48.1–48.4, designed to prevent concentrated fishing from exceeding biomass thresholds until a revised spatial distribution mechanism is agreed. The issue is compounded by the concentration of vessels in specific areas where predators rely on dense krill aggregations, despite krill biomass not being uniformly distributed. CCAMLR Conservation Measure 51-07, which previously regulated spatial distribution, expired at the end of 2024, reverting to the original catch limit without further safeguards. The debate underscores the need for spatial management tools, like those used in African fisheries, to protect breeding grounds and maintain sustainable fishing opportunities. The Norwegian company Aker QRILL, accounting for 63% of the fishery’s harvest over the past decade, raises questions about market access and corporate responsibility. Conservation organizations, including the Antarctic and Southern Ocean Coalition and WWF, have raised objections to the Marine Stewardship Council’s recertification of the fishery. The recurring early closures signal that the current system may not adequately address ecological pressures, prompting calls for dynamic spatial management and stronger monitoring systems to align with evolving environmental conditions.
