(WCYB photo) CARTER COUNTY, Tenn. (WCYB) — The National Transportation Safety Board is now investigating the fatal crash involving members of the Milligan Cycling Team. The announcement was made Monday by the NTSB. Sophomores Brayden Rogers and Haylen Engdahl were killed in the crash that happened on August 19. John Benfield, 69, of North Carolina, was charged with two counts of vehicle homicide by recklessness and five counts of aggravated assault by vehicle by recklessness.
