On 6 July 2026, a Chinese submarine launched a ballistic missile with a dummy warhead toward the open waters of the Pacific, marking the first such launch from beneath the ocean into international waters. Not all affected states were warned in advance, with those notified receiving only two hours’ notice. The response from ‘the West’ came five weeks later, with a Geneva appeal by 41 states, including Poland, calling for 24-hour notification without naming China. Meanwhile, Washington issued a separate statement explicitly targeting Beijing. Both responses remain largely symbolic.
China’s sea-based ballistic missile fleet consists of six Type 094 (Jin-class) submarines at the Yalong base near Longpo on Hainan, with two newer Type 094A variants. Each submarine carries twelve missiles, totaling 72 launch tubes. The armament includes the JL-2 (7,200 km range) and JL-3 (10,000 km range) missiles. The Pentagon’s 2024 report suggested a phased replacement of JL-2 with JL-3, but a more recent assessment by the Federation of American Scientists indicates a completed replacement, conflicting with the July test’s use of a JL-2. The NASIC credits the JL-3 with multiple-warhead capability, though this remains unconfirmed by U.S. intelligence.
Infrastructure expansion at Longpo includes additional piers and a radar station, with ongoing work on a second tunnel entrance. Since 2021, China has conducted near-continuous deterrence patrols, with imagery showing the fleet in port at Longpo and Huludao. A Type 094 has also been observed at Jianggezhuang, the Northern Fleet base, marking a return after a decade.
The Type 096 remains in early stages of development, with construction expected to begin in the early 2020s. The Federation of American Scientists estimates 12–16 additional launch tubes, suggesting 8–10 operational units by 2030. Against China’s total warhead stockpile of ~620, the sea-based component accounts for 72 launch tubes, with most warheads stored separately from delivery vehicles.
China’s missile ranges are debated: the JL-3’s 10,000 km range may not extend to U.S. targets from the South China Sea, requiring boats to enter the Bohai Sea or near-Japanese waters. The July test flew ~7,300 km over northern Luzon, falling within the Treaty of Rarotonga’s nuclear-weapon-free zone, and targeted regional allies like the Philippines, Australia, and RIMPAC participants. The test’s regional focus contrasts with claims of U.S. reachability.
Three gaps in Washington’s response are evident:
1. **Material Gap**: The U.S. Columbia-class submarine program faces delays, with the lead boat delayed to March 2029 (previously October 2027), and first patrol planned for 2031. Ohio-class boats’ service-life extensions are uncertain.
2. **Conceptual Gap**: The U.S. abandoned its 2018 Nuclear Posture Review, lacks a formal review process, and has no notification agreement with China (unlike the USSR-China 1988 and Russia-China 2009 agreements). The Hague Code of Conduct excludes China, and New START expired in February 2026.
3. **Institutional Gap**: No trilateral strategic stability talks exist, and U.S. extended deterrence guarantees for Europe remain unresolved amid deteriorating notification practices.
China’s sea-based deterrence is maturing incrementally, with incremental improvements in hulls, missiles, and infrastructure. The U.S. reacts reactively, relying on statements and classified reviews, while China’s build-up accelerates. Decisions on extended deterrence and European guarantees will hinge on these evolving dynamics.
