President Bola Ahmed Tinubu during the commissioning of the New Nigeria Revenue Service (NRS) Headquarters Dignitaries gathered in Abuja for the commissioning of the New Nigeria Revenue Service (NRS) Headquarters. The ceremony, attended by President Bola Ahmed Tinubu , alongside the Chief Executive Chairman of the NRS, Dr. Zacch Adedeji, marked a significant milestone in Nigeria’s fiscal infrastructure. Speaking at the commissioning, Adedeji commended the project team for upholding a high standard of delivery. He stated, “to our contractors and consultants, including CCECC , Stretford Hill Limited, Baron Architecture, and others, I commend your professionalism and commitment to excellence. You were entrusted not only with delivering a structure, but with delivering a standard. What stands before us today is a clear testament to that standard.” For an institution at the centre of Nigeria’s fiscal system, responsible for revenue generation that underpins national development, the quality of its working environment is not a secondary consideration. It is a critical enabler of performance. This understanding shaped the contribution of Stretford Hill Limited, which served as the interior fit-out partner on the project. While structural delivery defines the physical presence of a building, interior fit-out determines how it performs in everyday use. It is the layer where design intent becomes experience, where workflow is either supported or slowed, and where efficiency can be quietly strengthened. For Stretford Hill Limited, the objective was clear: deliver spaces that work without friction. From spatial planning to finishes and system integration, every element was approached with a focus on usability, clarity, and long-term functionality. The goal was to create an environment that supports coordination and allows professionals to operate efficiently within a high-responsibility setting. Speaking on the project, Chief Executive Officer of Stretford Hill Limited, Engr. Lakunle Runsewe explained the philosophy behind the execution: “The true test of any project is how it works after delivery. For us, the priority was not just to complete the space, but to ensure that it consistently supports the people who use it every day.” Related News Tinubu’s reforms pushed Nigeria’s revenue to N3.6tr monthly, says NRS boss Tinubu’s reforms boost Nigeria’s monthly revenue to N3.6trn — Adedeji Shippers’ Council, NRS urge terminals, shipping line to waive demurrage for importers That distinction is becoming increasingly important across Nigeria’s built environment. For many years, success in construction was measured by completion. Today, the conversation is shifting toward performance, not simply whether a building is delivered, but whether it enables the work it was designed for. This shift reflects a broader understanding that infrastructure is not passive. It actively shapes outcomes. He added: “When spaces are designed and delivered with a clear understanding of how they will be used, they become part of the system itself,” Runsewe added. “They support decision-making, improve coordination, and contribute to overall effectiveness in ways that may not always be visible, but are always present.” At the New NRS Headquarters, this approach translates into a working environment designed for clarity and efficiency. A space where teams can collaborate seamlessly, processes can flow without interruption, and professionals can focus on responsibilities that carry national importance. Delivering at this level requires more than technical execution. It demands discipline, consistency, and a clear alignment between design intent and outcome. It also requires an understanding that the value of a project is realised over time, not at the point of handover. The commissioning of the NRS Headquarters signals Nigeria’s continued commitment to strengthening public institutions through infrastructure that performs. It reflects a growing recognition that the environments in which people work play a meaningful role in how effectively institutions function. For Stretford Hill Limited, the project represents more than a completed assignment. It embodies a philosophy that guides its work across sectors: a focus on delivering spaces that are functional, precise, and built to serve their purpose over time.
