The partnership between the South African government and the business community to grow the economy is key

The agricultural sector and agro-processing hold immense potential for growth and job creation. The business community’s decision to include this sector among its focus areas with the government is a key one. Interventions to release state land with title deeds, address logistics issues (ports, rail, and roads), and open new markets are crucial in this effort. On the issue of land, which is key for inclusive growth, the South African government has roughly 2.5 million hectares of land acquired through the willing buyer-willing seller approach. The government is committed to a market-based approach to land reform and protecting property rights to ensure economic benefits for beneficiaries. The process of releasing this land to deserving beneficiaries with title deeds has begun and will gain momentum. Support for new beneficiaries, including training and finance, is essential but should not be solely the government’s responsibility. Collaboration with organised agricultural groups and commodity associations is vital to provide necessary support. The government-business partnership is key in selecting beneficiaries, with a focus on supporting a few high-quality black commercial farmers ('Better Few, but Better') to drive job creation and encourage future growth. This approach contrasts with creating numerous smallholdings from previously commercial farmland. Land reform will continue with new energy and focus beyond this initiative.
